Half Moon Bay pilot tests reusable food containers with DoorDash 'Dash Loop'

Interim Public Works Director Todd Seeley told the council the DoorDash 'Dash Loop' pilot began Feb. 1 in Half Moon Bay and other coast-side locations. Participating restaurants deliver food in reusable containers; customers rinse and return packaging to participating restaurants, and a third-party processor (identified in the presentation as 'Dispass Goods' in the East Bay) collects, washes and returns the containers.
Staff emphasized the pilot is intended to reduce single-use packaging waste and described expected environmental benefits, citing materials from the program's press release that estimated reductions in CO2 emissions and waste. Restaurants participating in the pilot have agreed to keep collection bins inside their facilities to avoid use of public right-of-way; staff said that minimal city staff time was spent coordinating the pilot and there is no extra cost to customers.
Councilmembers asked whether containers are allowed outside and staff said they are supposed to be stored inside restaurants and will investigate any reports of bins seen on Main Street. Staff also said the pilot is intended to be convenient for users and that locations such as the library and post office could be added later to improve drop-off access.
What happens next: staff said they will monitor compliance with the inside-storage agreement, investigate any observed encroachment and report back on pilot progress.
