Plan Commission recommends SIP for Valley Christian School 4-2 after debate over rooftop screening and Vinland access

The Oshkosh Plan Commission recommended approval of the specific implementation plan (SIP) for the initial phase of Valley Christian School's proposed high school by a 4-2 roll call vote after focused debate on rooftop mechanical screening, construction sequencing and whether Vinland Street would safely handle future access.

Commissioners questioned why institutional zoning does not include exterior design standards or rooftop mechanical screening requirements. A commissioner noted the absence of rooftop screening in the SIP drawings and suggested the city consider changing the code to require reasonable screening for institutional uses in the future.

Dean Schultz of Excel Engineering, who identified himself at the podium, said the project is operating on an "extremely tight budget" and added that rooftop screening was not required by code; because screening is costly, the applicant chose not to include it in the SIP. "Screening those rooftops is an extremely expensive proposition, and that's why it was chosen not to do," Schultz said.

During the vote, two commissioners (Mister Bowen and Miss Davey) voted No; the motion passed 4-2. Staff reiterated that transportation and public works have reviewed the SIP and that current code requirements for the initial phase are met, and that any future access proposals (including direct access to Vinland) would require separate review when those phases are submitted. Public comment included one question about whether Fernau Road would be extended to Jackson; staff said that question could not be answered in this hearing.

The commission's recommendation is advisory and will be forwarded to the Common Council. If the Council and subsequent permitting bodies approve the project, additional SIP details and any design modifications (including optional rooftop screening) would be resolved during detailed design and building-permit review.
