Plan Commission recommends rezoning for Valley Christian School property to allow planned institutional development

The Oshkosh Plan Commission unanimously recommended on a 6-0 roll call that about 8 acres owned by Valley Christian School be rezoned from MR-12 to an Institutional Planned Development overlay to accommodate a proposed private high school.

City staff told the commission the two vacant parcels are part of a recent comprehensive land use amendment and that the rezoning would make the northern parcels consistent with the school-owned property to the south, enabling a certified survey map (CSM) to combine lots as needed. "Staff recommends approval of the zone change with the findings in the staff report," the staff presenter said during the hearing.

Applicant representative Devin Winter of Excel Engineering summarized the request and said the rezoning is intended to prepare the site for the lot combinations needed for the school. There were no public comments at the hearing on this agenda item.

A plan commission member moved to recommend approval and adopt the staff's findings; another commissioner seconded the motion. The commission then approved the recommendation by roll call vote, six in favor and none opposed. The commission will transmit its recommendation to the Common Council per the standard review process.

The recommendation does not itself authorize construction; subsequent permits, site work and a certified survey map will be required before building permits are issued.
