Council announces planned salary adjustments for city manager and city clerk after closed session

The Moreno Valley City Council announced the outcomes of its Feb. 3 closed session personnel discussions, including direction to bring proposed salary adjustments to a future open session agenda.

City Attorney Steven Quintanilla said the council gave direction that there was no reportable action on item D‑2, the city clerk’s performance evaluation. "There was no reportable action on item D 2, which is the city clerk's performance evaluation," Quintanilla said.

Quintanilla said the council voted 4–1 on item D‑1 — negotiations involving the city manager — to place on a future open-session agenda a proposed annual salary adjustment of 13% commencing Dec. 28, 2025, with Council member Baca Santa Cruz recorded as the lone no vote. He also said the council voted unanimously on item D‑3 — negotiations involving the city clerk — to place on a future open-session agenda a proposed annual salary adjustment of 24% commencing Nov. 19, 2025 and to change the term of her employment contract to 12 months. Quintanilla emphasized that "these items have to be formally voted on in open session on a future city council agenda."

The closed-session votes, as announced, are procedural steps directing that those topics be placed on upcoming public agendas rather than final approvals. Councilmembers and staff confirmed in open session that any formal adoption of salary changes will require a public agenda item and vote consistent with Brown Act requirements and city procedures.
