Public raises concern about harbor leadership; council attorney says city insurance covers council

City Attorney Rice replied that the council is covered by the city’s insurance carrier and noted statutory bonding/insurance for officers may differ for a harbor district compared with the city.
The council did not take formal action on harbor governance at the Feb. 3 meeting; the comments were recorded during public comment and referred to the appropriate staff and legal clarifications.
