County approves $700,000 in volunteer fire‑department grants; committee recommends awards

Melissa Joyce, county staff, told the commissioners that Rockingham County received $700,000 in funds earmarked for volunteer fire departments through efforts by Senator Phil Berger and Representative Reese Pirtle; the funds earned roughly $7,500 in interest during the application process and that interest was added to the available grant pool.
"This grant was designed to assist volunteer fire departments financially with essential equipment, safety related items, and small capital projects," Joyce said, listing examples such as turnout gear, radios and self‑contained breathing apparatus (SCBAs). She said 16 departments applied and that applicants had to submit quotes and a justification explaining why the requested funding was critical.
The committee reviewed applications in late September and recommended awards reflected on the spreadsheet provided to commissioners. Joyce asked the board to approve the committee's allocations so funds can be disbursed to departments.
Commissioners noted they had more requests than available funding and pointed out that three departments (Maidan, Madison and Huntsville) did not submit requests and therefore did not receive awards. The board approved the appropriation on a motion by Commissioner Charlie Hall with a second by Commissioner Barrow (voice vote).
County staff said the committee prioritized departments demonstrating greater financial hardship and that funds cannot be used for construction, apparatus purchases, staffing pay or reimbursement for already completed purchases. Funds are intended for forward‑looking purchases and projects under $25,000.
