The Rutherford County steering committee voted to recommend a revised private act for the county highway department that updates antiquated language and aligns the highway superintendent's purchasing authority with county purchasing provisions and state law.
Greg (highway superintendent) told the panel the private act is old and has been amended multiple times; the road board reviewed and approved a cleaned-up draft earlier in the day by a 6-yes, 1-absent vote. Greg said the revisions are largely housekeeping but also standardize purchasing limits to match county general purchasing rules. "This is just some housekeeping stuff," he said, calling the changes necessary to reconcile private-act language with current county and state law.
Commissioners agreed the item is time-sensitive and should move quickly through public works and budget committees before the legislative session ends. Committee members also requested the item go to budget because it may alter spending or procurement authorities. The steering committee approved the recommendation and voted to forward the revised private act to public works, budget and then the full commission for final action.
Committee members said the change should not alter substantive operations but will help clarify roles and authorities in procurement for the highway department and improve consistency with county purchasing rules.
