County attorney staff and commissioners discussed technical details: alternates would serve one-year terms, would be appointed at the same time as regular members, and would be designated to serve "on a complaint-by-complaint basis" when required to replace a recused or absent regular member. The motion included language to give the county commission flexibility to select alternates from three categories (county commissioners, members of boards/commissions, or constitutional officers) and passed on roll call.
Committee members said the change is intended to ensure continuity when a regular ethics member must recuse or is otherwise unable to participate, while preserving the integrity of the complaint process.
