Commission accepts $460,000 Safe Streets planning award and authorizes applying for BUILD planning grants

Rutherford County commissioners voted Feb. 3 to accept a USDOT Safe Streets for All (SS4A) planning grant and to allow staff to apply for up to three BUILD planning grants.
Engineering staff told the commission the SS4A award will fund development of a comprehensive county safety action plan. "The USDOT award amount was $460,000, and the county match at 20% is a $115,000," the presenter said. Commissioners voted to accept the award and forward the required match to the budget committee.
On a separate item, staff requested permission to submit up to three BUILD planning applications (the planning category for BUILD grants can be 100% federally funded in rural-designated areas). Commissioners approved allowing staff to apply and required that any awarded grant be returned to the commission for acceptance and budgetary accountability.
Commissioners discussed how the SS4A planning output could feed into longer-range transportation planning and local participation agreements; staff said the two efforts would complement each other and that community engagement would be part of the SS4A process.
