Parents press board on campus security, AB 495; trustees approve multiple consent items and discuss phone policy

Commenters said current practice leaves gaps in verification protocols and urged the district to provide a parent packet explaining who may lawfully pick up a child.
Mary J. Veil said she was concerned that "there were no required signatures to verify" certain AB 495 authorizations and asked the district to prepare a mandatory contact/verification packet for families. Board members said staff would prepare information and legal would review policy language; trustees asked that any policy drawn from AB 495 be narrowly tailored to avoid unintended access by unauthorized individuals.
Separately, the board approved multiple consent-calendar motions during the meeting. Several items and groups of items were adopted with recorded votes of "motion passes 5-0," including reordering agenda items, approvals of various personnel and budget sub-items, and contract renewals where noted as not increasing cost. The board also approved a motion to extend the meeting for 30 minutes to finish policy discussion.
During policy discussion the board conducted a first reading of a proposed student cell-phone policy (item 14b) that would restrict phone use during instructional hours and on school buses. Trustees debated whether the rule should be campus-wide or strictly bell-to-bell and asked staff to clarify exceptions and implementation. The board asked legal and staff to return with a revised draft that protects student safety and limits unintended consequences.
The meeting adjourned after final communications and scheduling the next board meeting for Nov. 12 (closed session at 4 p.m.; open session at 6 p.m.).
