Board approves Learning Choice Academy renewal after lengthy presentation and public support

The Chula Vista Elementary School District board voted 3–2 to approve a five‑year renewal for Learning Choice Academy (TLC), a TK–12 hybrid personalized learning charter, following a staff presentation and a series of public comments in support of the petition.

Anna Newton, TLC’s school site administrator, described the program as "a personalized learning charter school that services students, TK to twelfth grade," highlighting a hybrid model (on‑site instruction three days per week and independent work at home) and citing conditional growth and attendance metrics the school said support renewal. TLC presented a five‑year financial projection that forecast enrollment growth from about 490 to 525 students and positive net income with a reserve above 4–6 weeks of operating expenses.

Sixteen supporters — including teachers, alumni, parents and the California Charter Schools Association regional representative — addressed the board with testimonials about student progress, individualized supports for students with disabilities, dual‑enrollment and community partnerships. Board members asked detailed questions about program enrollment flows, dual‑enrollment participation, how TLC serves English learners and special education students, and the school’s approach to assessment and interventions.

During discussion, some trustees said they wanted more time to review data and requested additional grade‑level and subgroup comparisons from staff before the final vote; the district staff offered to provide that disaggregated data. After debate, a motion to approve the renewal passed by a 3–2 roll call. Trustee Tolston recorded a no vote during the roll call.

What happens next: the renewal takes effect for the petition term requested by TLC (July 2026 through June 2031); district staff will provide further academic comparisons and other follow‑up data requested by trustees.
