Alderman Orion told the Public Safety Committee that Board Bill 69 responds to the April 3, 2017, explosion at the Ley Lane Box factory and incorporates two recommendations from the Chemical Safety Board.
Orion described the proposed measures as "common-sense regulatory updates" developed with the Chemical Safety Board and frontline workers who inspect boilers. "Everyone is of the opinion that these are common sense regulatory updates," Orion said, adding the changes would aim to prevent similar tragedies in the future.
Several committee members praised the initiative and asked to be added as co-sponsors. The committee moved and seconded a motion to advance the bill with a due-pass recommendation; the transcript records that the bill was passed out of committee with that recommendation but does not provide a roll-call tally in the record.
The action sends the proposal to the full Board of Aldermen for further consideration. The transcript does not include the final ordinance language or the precise recommended regulatory changes; the Chemical Safety Board was cited as the source of two recommendations.
