DuPage County’s Technology Committee approved an amendment to purchase order (PO) 7707 for Kinsey and Kinsey Inc. at its Feb. 3, 2026 meeting to finish work related to the Dayforce implementation.
The agenda item (26-0398) recommended increasing the contract by $15,400, producing an amended contract total not to exceed $29,925. According to staff comments during committee discussion, Kinsey was originally engaged for Dayforce implementation and the vendor was retained to complete outstanding work: the county needs an external reporting database because Dayforce’s financial component does not meet all finance-department requirements. Staff said the extension covers consultant time to finish the database and produce the custom financial reports the county requires.
A member questioned why the contract amount was doubling. Staff replied: "So we originally used them as part of our Dayforce implementation... We extended it to April to complete some outstanding work... So we needed them to finish the database... So the extension added on some additional time that we needed to have consultant cover." Staff also stated the engagement is effectively sole source because "Kinsey does a lot of our ... development work. So they know our system. They know the data. They know where veil is, how it's structured. So we need... someone who knows our environment to do this work." The staff-provided end date for the engagement was given as May 19.
The committee moved and seconded the recommendation and approved the amendment by voice vote; the transcript does not include a roll-call tally.
