Commission recommends annexation of West River Electric substation site on Cheyenne Boulevard

The Box Elder Planning Commission recommended Oct. 28 that the city council approve annexation of Lot 1 (southeast quarter of the southeast quarter of Section 25, Township 2 North Range 8 East, Black Hills Meridian, Pennington County, S.D.), a West River Electric substation site on Cheyenne Boulevard currently outside the city limits.
City staff described the request as a voluntary annexation by West River Electric after board actions and a triggering event made annexation the preferred option instead of pursuing increased right-of-way processes through the county. Staff said the company was not opposed to annexation and had completed its internal board approvals.
One staff speaker summarized the parcel by noting, "This is a West River Electric substation on Cheyenne Boulevard, currently outside of our city limits." Commissioners had no substantive objections. Commissioner Broomfield moved to recommend annexation; a second was recorded and roll call vote approved the recommendation unanimously.
The motion will be forwarded to the city council for final action on the annexation.
