Box Elder planning commission recommends council approve Liberty Plaza parking-lot amendment

The Box Elder Planning Commission voted unanimously Oct. 28 to recommend the city council approve a major amendment to the Liberty Plaza subdivision that relocates a required parking lot and formalizes planned-development details.

City planner Michelle Carpenter told commissioners the application would move a parking area "from Lot 415 of Block 4 to Lot 15 of Block 3" on Henry Potter Road and that recent zoning changes have incorporated planned developments into ordinance language. Carpenter said staff had reviewed the application and found it consistent with the regulations.

Commissioners focused questions on how the parking lots tied to narrower street cross-sections would be enforced and who would build and maintain them. One commissioner asked, "So whose responsibility is to plow it and maintain them?" Carpenter replied that the city would be responsible for maintenance and snow removal. Commissioners raised operational concerns including on-street parking, snowplow access and whether parking lots must be completed as a condition of road acceptance.

After discussion, Commissioner Erwin moved to recommend the city council approve the Liberty Plaza amendment; Commissioner Powery seconded. A roll call vote was recorded and the motion passed with all present commissioners voting yes.

The planning commission forwarded its recommendation to the city council; council action is the next procedural step on the amendment.
