Speaker 2 nominated Dale Owens for chair; Speaker 3 seconded the nomination and the board recorded affirmative votes when called, carrying the appointment. Later the board opened nominations for vice chair, a nomination for James was made and seconded, and the board again approved the appointment by unanimous vote.
