Planning staff outlines new online permitting system and citizen-facing app; City Hall closed Jan. 20

Planning staff briefed commissioners on an upcoming software upgrade expected to bring online permitting, business licensing, inspection tracking and payment functionality to citizens.
The staff presentation said the permitting module is scheduled to go live Jan. 28; the finance module has already gone live and the utility-billing module is planned for February. Staff said the new platform will allow applicants to apply and pay online, track inspections, receive notifications through an app, and submit code-enforcement or service requests. Staff asked commissioners to consider volunteering to test submissions so the department can gather real-user feedback during the rollout.
Staff also announced City Hall will be closed Monday, Jan. 20, in observance of Martin Luther King Jr. Day. In response to commissioner questions about local development, staff said a Starbucks location received permits in December and that an observed sign permit suggests exterior work is complete; staff has not yet performed a final interior inspection and said an opening in February is possible but not confirmed.
Commissioners discussed calendar RSVP handling and meeting staffing; staff said adding calendar invites to Outlook is optional but helpful for alerts and reiterated that two staff typically attend meetings for technical redundancy.
