Planning commission approves Seager Crossing plat and Albene minor plat, forwards both to city council

The Box Elder Planning Commission voted Wednesday to approve two plats and forward both to the City Council for final action.
Staff presented a combined preliminary and final plat for Seager Crossing (Plat 240429). The planning/zoning staff explained the application splits one lot into two to provide a public right-of-way for a planned bridge and the E Small Drive extension to Bennett Road, noting a previous agreement approved by the city council on Oct. 15, 2024. Staff described why the item required a preliminary and final plat rather than a minor plat because public infrastructure and dedicated right-of-way are involved. After brief clarifying questions and no substantive objections, a motion to approve the plat as presented and forward it to city council carried on a roll-call vote.
The commission then reviewed a minor plat for Albene Subdivision (Plat 240430) located in the city's extraterritorial jurisdiction in Mead County. Staff said the proposed two 2.5-acre parcels exceed Mead County's minimum lot size, that no city water or sanitary sewer is currently available for the proposed lots, and that permitting and construction approvals for the property will be handled through Mead County. Commissioners asked what the staff note that the "bare property will be stabilized" meant; staff responded this likely means grading and adding gravel for access and drainage so vehicles can enter and exit without damaging equipment. After asking for clarifications and hearing that engineering and Mead County had reviewed the plat, the commission moved to approve the minor plat and forward it to city council; the motion was approved by roll call.
Both approvals were procedural and passed unanimously at the Jan. 13 meeting. Staff said the Seager Crossing plat formalizes right-of-way needed for a future bridge replacement and the E Small Drive extension; the Albene plat documents parcelization in Mead County with no immediate plans to add water or sewer infrastructure.
