Residents press council: House Bill 1001 risks local control on housing

"There are many unanswered questions regarding this bill," Fox said, listing concerns about homeowner-association covenants, compatibility with local subarea plans and protections for established single-family neighborhoods.
Council members acknowledged those concerns and discussed coordination with state representatives. One councilor announced a joint community conversation about housing challenges—organized by Project Stability and partner organizations in Carmel—set for March 5; the event will include two sessions and follow the legislative session so participants can respond to the bill’s final language.
Council members stressed the importance of local input to preserve community character and said they are actively seeking amendments through local state legislators. The council did not take a formal vote on a position regarding HB1001 at the meeting.
