Commission moves to simplify residential design-review rules; staff to return draft

Staff proposed removing or consolidating much of Design Review section 10-15-28 because it is subjective and duplicative; the commission agreed to have staff return a simplified draft and continued the item to Jan. 8, 2026.
Planning staff told the commission that the current design-review code (10-15-28) contains subjective standards that are difficult to enforce and often duplicate requirements already found in zone-specific provisions. Staff recommended eliminating or consolidating much of the section and retaining only clearly definable standards where necessary.
Jacob Hawkins reviewed sections tied to neighborhood "harmony," material and color restrictions, additions and orientation, and noted enforcement challenges (for example, color and subjective judgments of aesthetic compatibility). Staff suggested extracting definable elements and incorporating them into zone regulations or drafting a simpler ordinance.
Commissioners generally agreed with staff's approach to simplify and consolidate the code, asked staff to flag any provisions that should be retained, and moved to continue the item so staff can present a simplified draft at the Jan. 8 meeting. The motion carried unanimously.
