The Pleasant Grove Planning Commission voted Jan. 8 to recommend that the City Council amend section 10-15-28 (design review), effectively removing or narrowing a broadly written, citywide design-review provision.
Daniel, the planning presenter, told the commission that the section is "subjective and complicated" and frequently confuses both staff and the public because it contains terms like "sympathetic to scale" and "jarring disharmony" without clear, measurable standards. He said zone-specific design standards (for downtown and growth areas) already exist and that staff prefers targeted code work for specific problems rather than a catch-all, subjective section.
Commissioners discussed the trade-off between avoiding a one-size-fits-all, HOA-style design control and preserving neighborhood character. Several commissioners said they do not want the entire city regulated as if it were a homeowners association. One commissioner noted that the city does retain design standards in certain zones (downtown and growth areas) and that eliminating the section would not leave the city unprotected.
Commissioner Patton moved, and Commissioner Butler seconded, that the commission recommend the City Council approve the proposed amendment to remove or revise section 10-15-28; the motion carried by voice vote. With the recommendation, staff can prepare a council packet that explains the proposed elimination and any proposed, narrowly targeted follow-up code work.
Next steps: staff will draft the ordinance language and findings for City Council consideration; any future design controls would be pursued through separate, topic-specific code amendments.
