BZNE committee holds four Lincoln Prairie Phase‑4 items for two weeks; asks Pulte to meet residents

The Building, Zoning and Economic Development Committee voted to hold four agenda items tied to Lincoln Prairie by Del Webb Phase 4 until its next scheduled meeting in two weeks to allow more time for Pulte Homes, city staff and residents to meet and identify concrete remedies.

Alderman Patty Smith moved to hold items 25-1047, 25-1048, 25-1049 and 25-1053; the motion was seconded and carried after the committee called for more direct Pulte–resident engagement. City corporation counsel Patrick Collins had suggested referring the items to the Committee of the Whole so the full council could hear the issues; the committee chose instead to keep the matter at this committee and invite other aldermen to participate in follow-up meetings.

Committee members cited multiple resident complaints — missing or improperly installed landscaping, questions about gate activation and whether sales signage misrepresents community status — and asked Pulte to return with specific, enforceable solutions. Pulte representatives said many items are managed through recorded HOA declarations, city-required surety for landscaping and multi-year pond monitoring programs, and that gate activation decisions (manned gatehouse vs. electronic fobs) depend on HOAs and budget implications.

The committee asked Pulte to meet with affected buyers and to report back at the next BZNE meeting. The vote to hold was recorded as carried by the committee.
