Residents complain about Red Cliff Lodge operations; council to follow up

Multiple residents raised sustained complaints about the Red Cliff Lodge during public comment, alleging repeated violations of community standards since a remodel.

Resident Clifford t e Rosebud presented what he said was an eight-month record of problems, asserting the property installed approximately 125 industry-grade lights — some mounted as low as 15 feet — that “shine directly into the homes” and disrupt residents’ sleep and the town character. He also alleged unscreened trash, sanitation problems and buses idling with generators and allowing people to sleep onboard at night. Rosebud said management often provided delayed or inconsistent responses and identified the management firm as Azul; he said management had cycled through four managers and had not fully remedied issues despite multiple reports to code enforcement.

Mayor Bruno said staff had been updated on the alleged violations and that some issues had been remedied (for example, removal of seven shipping containers); enforcement staff had visited the property and were continuing follow-up. Rosebud requested a future agenda item for a deeper review and more formal Council engagement.

Jeff McKee, a resident and town employee, also spoke to broader concerns about workplace culture and protections for employees reporting wrongdoing, recommending an advisory civilian oversight committee to promote anonymous reporting and retaliation protection. Council did not adopt formal policy changes at the meeting but committed to follow up with enforcement staff regarding Rosebud’s documentation.

The council indicated staff will continue enforcement activities and review the documented complaints; no code-enforcement action or citation was read into the record at the meeting.
