Public Health Commission discusses expanded harm-reduction outreach; staff to route revised recommendation to opioid fund managers

The Austin-Travis County Public Health Commission reviewed a revised harm-reduction outreach expansion recommendation prepared by Commissioner (speaker 8), who said the draft incorporates prior feedback, clarifies contract totals and notes contracts that expire in September 2026.

Commissioner (speaker 8) said most of the edits were substantive language cleanups and a funding line that recommends renewal and increased funding for expiring contracts but intentionally omits a specific dollar figure. The item was presented for discussion and guidance on how to proceed in the budget or grants process.

Ex officio Anna (speaker 11) advised the commission that the contracts referenced in the recommendation "are under, funded by our opioid funds and therefore not part of the budget request," and encouraged submitting an expression of interest or budget request to the opioid-fund managers. Anna offered to connect the commission with staff contacts to move the request forward, naming Laura Pivoteau and Courtney Lucas as points of contact.

Commissioners expressed broad support for the recommendation and asked for a progress update at the next commission meeting. Chair (speaker 1) asked Commissioner (speaker 8) to email the revised draft to staff and to cc the commission; Commissioner (speaker 8) said she would send the document to staff (Danny) and include commissioners on the circulation.

The commission did not adopt formal funding amounts or make a budget allocation during the meeting. Next steps agreed by the group were for the drafter to circulate the revised recommendation to staff, for staff to coordinate with the opioid-fund contacts identified by Anna, and for the commission to receive an update at the following meeting.
