Committee approves award of 2026 asphalt overlay contract to Northwest Asphalt

The Land Use & Transportation Committee voted Feb. 2 to award the 2026 asphalt overlay project to Northwest Asphalt, the lowest responsive and responsible bidder.
Public Works engineer John Strong told the committee the city received seven bids Jan. 22 and the lowest was Northwest Asphalt at approximately $2,993,299. Strong said the recommended award covers all schedules designed this year and that adding design, contingency and construction management brings the estimated project cost to about $3.7 million, leaving a funding difference of roughly $588,000. Staff described available revenue as a mix of previous carryover funds, a solid‑waste utility tax fund (Fund 116), Lakehaven and King County Metro reimbursements for work on their pads, and other internal funds.
After brief council questions about how the available revenue line item was calculated (including a routine deduction for positions and benefits from Fund 102), Council moved and seconded the award motion and passed it by voice vote, authorizing the mayor to execute the contract.
