Tumwater — The City Council unanimously adopted resolution R2026-001 on Feb. 3 to update its community greenhouse-gas emission targets, setting a goal of net zero greenhouse-gas emissions by 2050 using a 2022 emissions baseline.
Alyssa Jones Wood, Tumwater’s sustainability manager, presented the staff recommendation and explained the technical scope: the city is focusing on scope 1 and 2 emissions (local direct and purchased-energy emissions) and will use Department of Commerce inventories to track progress. Jones Wood told the council the targets align with state guidance and regional planning tools and noted that local actions alone will not close all gaps without state and federal measures.
The presentation included a wedge analysis showing a combination of state, federal and local actions needed to reach the targets. Jones Wood added that some state and federal funding streams have changed and that the city faces fewer grant opportunities than in recent years; council members discussed the fiscal and practical implications.
Council member Angela Jefferson moved adoption and Council proceeded to a unanimous voice vote. Mayor Dalhoff thanked staff for the work; council members noted the need to continue tracking progress and to balance ambition with funding realities.
What happens next: staff will incorporate the adopted targets into city planning documents and use Department of Commerce inventories and regional analyses to report progress and identify local implementation steps.
