Darren Olsen (U.S. Forest Service) updated the council on Cleveland Reservoir: the Forest Service has been meeting with landowners, congressional offices and local stakeholders about options including land trades or limited private development; the county is tracking the matter and the Forest Service anticipates some near-term decisions on related gravel and stream-restoration projects. Olsen said the forest plan FEIS and appendices are under regional review with draft decisions expected in the coming months.
State division and agency reports covered a range of matters: the Division of Oil, Gas and Mining reported that state-level Class VI carbon-sequestration rulemaking has been sent to EPA for approval; public comment for a proposed production-water disposal well will open soon. BLM briefed on exploration drilling north of the Muddy drainage, trailhead and kiosk improvements, Title V rights-of-way discussions with county roads staff and an upcoming NEPA public-comment period for a power line to Goblin Valley State Park.
Federal-office representatives attended: a staffer from Sen. Mike Lee's office reported on nominations and upcoming energy and public-lands hearings (including a UMTRA-related bill for Moab tailings transition) and noted appropriations timing and the Colorado River Compact deadline. Several county-service and resource items were raised including beaver-management questions on the San Rafael River, wild-horse briefings and local grazing-season flexibility in response to drought conditions.
The meeting closed after a short list of county housekeeping items and volunteer recognition; the council directed staff to follow up on the reservoir records and on regulatory public comment windows where county input would be pertinent.
