Mayor’s Council approves minutes and treasurer's report; executive director issues filings and utility updates

The Mayor’s Council of Guam approved routine administrative items and heard a series of operational updates from the executive director.
The council approved the minutes for January after a motion by the mayor of Telofo and a second by the mayor of Senehania; the motion carried by voice vote. The council likewise approved the treasurer’s report following a motion by the vice mayor of Baragata and a second by the mayor of Jigo.
Executive Director provided several administrative reminders: financial-disclosure reports are due to the Guam Election Commission on or before April 22; villages with outstanding first-quarter NAF and appropriated reports should submit them; most villages have received new vehicles and were asked to add those to fleet inventories. ED also said MCOG has transitioned to a new primary email address (adminmcog.guam.gov) and that forwardings from the old address will be set up temporarily.
On utilities, the ED reported that the Guam Water Works Authority has identified potential water leaks in certain village facilities and the office is coordinating with the Department of Public Works to locate and repair those leaks. A mayor raised that DPW had previously declined work at some government facilities and asked the ED to pursue the matter; the ED said the office is following up.
On recycling funds, the ED explained the council does not have a program for FY 2026 but had received an EPA extension of the FY2025 funding-expenditure date that allowed purchase of metal bins, green-waste bins and tire-collection support for villages.
The council took no new appropriations during the meeting; these administrative approvals and updates were procedural and informational.
