RDC approves VET contract to complete groundwater sampling at College Square to satisfy IDEM

The RDC unanimously approved Resolution 26-10 on Feb. 2 to fund environmental services by VET to perform groundwater sampling at the College Square site, following direction from the Indiana Department of Environmental Management (IDEM) that additional investigation was required to delineate petroleum impacts and verify dissolved metals in groundwater.
Staff said IDEM’s request was specific to groundwater sampling and that the tests are necessary to obtain a site status letter. The work advances due diligence on a property the RDC has already purchased. Staff further said the item was before the commission because a prior resolution left a gap of $73; the requested allocation will allow the sampling to proceed.
The commission approved the funding and directed staff to proceed with the sampling so IDEM’s site-status review can continue.
Next steps: VET to perform groundwater sampling, staff to forward results to IDEM, and staff to report back to the RDC on the sampling outcomes and any follow-up obligations.
