RDC acknowledges IP language to allow Incremental Development Alliance trainings under Flintlock contract

The RDC approved a resolution on Feb. 2 acknowledging intellectual property language so that the Incremental Development Alliance may deliver a series of trainings under Flintlock’s contract.
Staff said Flintlock’s contract includes intellectual property provisions and the alliance asked the RDC to formally recognize that those provisions also extend to the alliance’s templates, slide decks and training materials. Staff emphasized that the RDC is not contracting directly with the alliance; rather, Flintlock is the RDC’s contractor and has an agreement with the alliance.
Commissioners asked whether materials generated by participants, such as filled worksheets, would become alliance property. Staff replied that the alliance is claiming ownership over its templates and slide decks, but not over participant-generated data unique to Bloomington. The training program includes a recruitment lecture Feb. 12, small-scale development workshops and a multi-week online boot camp.
Next steps: staff will move forward with the scheduled trainings and ensure participants receive appropriate access to training materials while documenting the intellectual property arrangement between Flintlock and the alliance.
