RDC approves formal conveyance of convention center parking parcels to clear title and comply with state statute

Legal staff explained the action responds to Indiana Code 36-1-11-8, which requires substantially similar resolutions by each governmental entity when property moves between government organizations. Legal staff said the parcels were already deeded to the RDC’s predecessor entities but had not been recorded consistently at the auditor’s office.
Commissioners asked about assessed or market value, maintenance responsibilities and potential liabilities. Legal staff said the convention center has maintained the lots under lease, the city has no known outstanding liabilities, and the RDC could later obtain an appraisal or transfer parcels if desired. Staff recommended simply recording the transfer to clear title and county records.
Next steps: staff will confirm lease and maintenance records with the convention center and record the resolution with the county auditor so the parcels appear under the RDC’s ownership in public records.
