The discussion was dominated by an outstanding audit request for the Chamber related to hotel-occupancy-tax (HOT) funds and demands for transparency about expenditures and bank activity.
Several councilmembers said the audit requests and incomplete financial documentation made it difficult to authorize additional reimbursements or release HOT funds; the city previously contracted for an audit of HOT fund use and some councilmembers said QuickBooks extracts provided by the Chamber were insufficient in place of audited statements. Chamber representatives said event approvals were separate from audit matters and urged approval to allow time for logistics and sponsorships.
Council initially voted to table certain funding and reimbursement items until the audit is complete and asked for itemized receipts for security reimbursements. Later in the meeting, council reconsidered a venue-use question and approved the Chamber’s request to use Cotton Brown Harbor for the Saltwater Freedom Fest on July 4. During executive session the council approved a lease at Con Brown Harbor for Pooks Pub LLC and authorized a letter of intent to Bodhi’s Kayak and Bike Rental for 108 linear feet; the transcript records Councilmember Ruth Camarillo Smith abstained on the LOI vote.
Council repeatedly emphasized the city’s fiduciary responsibility for citizen funds and said approval of events does not relieve the Chamber from providing required audits and documentation.
