Ellettsville council approves DPW charge cleanup, final fire-truck payment and SCADA upgrade; tables Heritage Center changes

The Ellettsville Town Council on Feb. 2 approved several administrative and capital items in a special session while tabling proposed changes to Heritage Center rental rules.
Council voted to adopt Resolution 03-20-26 to repeal the prior labor-and-equipment schedule (Resolution 30-20-25) and set the town’s Department of Public Works charges. "This is a housekeeping matter," staff said when introducing the resolution, noting the update follows a separate IURC filing and removes overlapping provisions. The resolution passed by roll-call vote with Scott Holdo, William Ellis, Pamela Samples and Trevor Sager recorded as voting yes.
The council also approved Resolution 04-20-26, an additional appropriation to make the final payment on a fire truck. Staff said the payment will come from the local income tax Economic Development (LED) fund and provided projected balances; the motion passed by roll-call vote. Staff reported the LED fund’s projected ending balance would be approximately $841,639.93 assuming all appropriations are spent and noted $163,846.24 was returned to the LED in 2025.
For town utilities infrastructure, the council approved a professional-services engagement with Wessler Engineering to support a SCADA-system migration for the wastewater plant and related assets. Staff described the work as programming, software licensing and system rewrite to enable future inclusion of water towers, lift stations and booster stations in centralized monitoring. Council approved the Wessler bid by roll call after staff said the project will be paid from equipment-replacement funds.
Council members also opened and recorded several construction bids and moved to take them under advisement pending specification review. For a Community Crossing resurfacing package staff read four bids: E & B Paving $154,277.15; DC Construction Services $196,486.51; Milestone Contractors $147,834.26; and Lentz Paving $166,152.39. The council voted to hold those bids while staff confirms INDOT/IDOT eligibility and grant status. Separately, for a septic pre-treatment station at the wastewater plant staff opened two bids — West Concrete $59,574 and Eric Masten $57,830 — and the council similarly moved those bids under advisement.
On other routine business, the council approved the Jan. 12, 2026 meeting minutes and authorized payment of accounts payable and payroll vouchers by voice votes with no abstentions.
The session concluded with staff and council comments praising public-works crews for storm response and operations and noting a regional shortage of salt and sand for winter road treatment. The council adjourned after brief closing remarks.
The council scheduled further discussion on tabling items and appointments at the next regular meeting.
