Planning Commission adopts text amendment to clarify pay for MPO and city plan meetings

The Monroe County Planning Commission voted to adopt a text amendment clarifying which outside meetings qualify for the commission’s meeting payment. The amendment (referred to as 'option 1' during the meeting) would permit payment for attendance at the county’s Metropolitan Planning Organization (MPO) policy committee and the City of Bloomington plan commission when a planning commission appointee serves as a nonvoting member.
Staff explained the current rule pays commissioners for up to three meetings per month and that the text amendment would explicitly include those two external meetings so staff and members have clear guidance. Commissioners voiced support for including the MPO and city meeting because both require travel, time to review materials and occasional extended sessions.
During discussion some members noted they frequently attend more than three meetings monthly and described the workload; others said the policy was intended to defray travel and meeting-related expenses, not create a new salary. The chair called the motion to adopt option 1; the motion passed on a roll-call vote recorded as 9–0.
Staff said the change will be treated as a policy clarification until any formal ordinance revision is completed; legal review has indicated the commission can adopt it as policy in the interim. Staff will follow up with ordinance-review committee procedures and update the member handbook.
