At its Feb. 2 meeting the Albany City Council conducted a routine review of council procedures and policies and discussed possible adjustments to a proposed discretionary-fund policy, mayoral rotation rules, agenda sequencing and per-diem mechanics.
City Manager presented suggested language to clarify administration of the council discretionary fund and said any final change would return as a resolution for adoption. Council members asked questions about reordering the manager’s report and public comment to improve efficiency but were mindful of preserving the report’s positive tone. One council member said flipping the order could yield efficiency gains but also might alter meeting tenor.
Members discussed whether per-diem reimbursements should be consolidated into a single daily rate instead of separate per-meal amounts. The city manager offered to check the rules on receipts and return with a recommendation. Council members also reviewed the mayoral-rotation provisions; one member urged leaving the rotation as written because it reduces competition and supports collegiality while another asked staff to observe several full cycles before recommending change.
No policy changes were adopted Feb. 2; staff was directed to refine language and return drafts for future consideration.
