Public Works approves corner-lot streetlight-charge adjustments for multiple parcels

Village manager/presenter Rebecca Ewald summarized five appeals asking to recalculate the annual streetlight charge for corner lots. Ewald explained that beginning with 2026 billing, charges for corner lots will be based on the shortest lot line but not less than 40 feet; appeals under review apply to November 2025 utility bills and any corrections would be applied to that billing cycle.

- 1004 East Glendale: current charge based on 133 linear feet; applicant requested shortest distance of 59 feet. Committee moved to use the shorter distance; voice vote in favor.
- 1916 Elmdell/Elmdale Court: charge based on 43 feet; committee moved to deny the appeal (motion carried by voice vote).
- 1320 East Longwood Place: current charge 142 feet; estimated shortest distance 49 feet. Committee moved to use the shortest distance; voice vote in favor.
- 2120 East Olive Street: current charge 137 feet; requested shortest distance 50 feet. Committee moved to use the shortest distance; voice vote in favor.
- 4200 North Murray: current charge 100 feet; requested shortest distance 50 feet. Committee moved to use the shortest-distance charge; voice vote in favor.
Ewald told the committee the appeals that were granted will be corrected in the village's GIS and, where applicable, applied to the November 2025 bills; notice of the change will be included with February 2026 utility bills.
No individual roll-call tallies for these appeals were recorded in the transcript; approvals were recorded by voice vote. One additional appeal that appeared in the office (4045 North Frederick Avenue) was not on the agenda and will be scheduled for the next meeting.
