Commissioners approve Cumberland County 2023 CAPER for CDBG and HOME programs after public hearing

Mikaela Kitchen of the Cumberland County Housing and Redevelopment Authority presented the county's consolidated annual performance and evaluation report (CAPER) for program year 2023 (covering July 1, 2023–June 30, 2024) and commissioners voted to approve the report following a public hearing.
Kitchen told the board the county met relevant CDBG requirements and spent 92.84% of eligible expenditures on activities benefiting low- and moderate-income households. She said the county remained under the 15% public service cap, using $131,632.97 to aid seven organizations, and that roughly 9.53% of the allowable 20% planning and administrative allocation was used for administrative costs.
On the financial side Kitchen reported $3,117,109.63 in available CDBG resources during the plan year (including prior unexpended balances, the 2023 entitlement grant and program income); $1,614,452.75 was expended in the year and remaining funds were carried forward into plan year 2024. For HOME, Kitchen said the county reserved $92,941.80 for a CHDO (Community Housing Development Organization) and had $2,010,939.61 in HOME funds available for 2023, with $706,570.33 expended and $1,304,729.28 carried into 2024. She also summarized HOME-ARP activity (supportive services, tenant-based rental assistance for 59 households and development of affordable rental housing) and said a 5% operating-cost obligation and a 15% max for planning/administration apply to HOME-ARP funds.
Kitchen told the commissioners the full CAPER and supporting documents are posted publicly on the CCHRA website (cchra.com) and at several library locations. After brief board comments and no public testimony, the board approved the CAPER by voice vote.
The approval formalizes the county's annual reporting to HUD on use of federal CDBG and HOME allocations and preserves eligibility for ongoing entitlement funding and HOME obligations. Staff said they can return to a future meeting with clarifying detail if commissioners request additional breakdowns.
