Trustees pressed for details after staff disclosed several large expenditures tied to new programs: a recent $45,000 purchase described as chairs, tables and whiteboards for USI's "team room," and prior monthly charges including a $36,000 equipment purchase.
Trustees raised concerns about whether those purchases were approved in advance, what fund source covered them (general fund vs. developer fees vs. program funds such as ELOP), and whether furniture and equipment could be returned. Staff explained the purchases went through the district procurement workflow, some purchases were charged to a general program budget, and that some items were start‑up replacements for temporary furnishings. Staff agreed to assemble a detailed accounting of USI start‑up costs and a program‑by‑program cost summary for all new initiatives before further purchase orders are issued for USI; trustees directed staff to present those numbers at the February study session.
Separately, trustees approved an architectural services agreement to begin design work for a Valencia High School kitchen renovation (project 5730), with design work to begin January 2025 and potential construction in 2026 pending DSA approvals. The developer‑fees report and the Valencia design authorization both passed by majority voice votes recorded in the minutes.
