Lebanon parks staff outline $1M-plus lighting plan, trail and road projects

Parks staff delivered a broad series of project updates at the Lebanon Board of Park Commissioners meeting, saying the city will prioritize targeted lighting and multiple trail and road improvements across Lebanon.
Kevin Krewelich, who presented the project update, said consultant ESG completed a citywide lighting inventory that was cross-checked with the city's GIS records and local accident and crime statistics to identify priority locations. "We're gonna be spending over $1,000,000 putting up street lights, in the parks and on the streets," Krewelich said, and noted the parks program will include about 53 lights installed around parks this year.
Why it matters: the lighting program is being targeted to areas with higher accident and crime statistics, and staff said installation work would be phased with design through winter and spring and construction in summer—changes that will affect pedestrian safety and nighttime use across neighborhoods.
Krewelich also described several connected trail and road projects. He said bid savings are being considered to widen and make drainage fixes on Elm Swamp Road north of Anderson Lane to connect the Auburn Meadows neighborhood to Anderson Lane and to extend a trail on the east side of Elm Swamp Road, with design work already starting and an end-of-summer completion target. On State Road 32, he said final plans that include a 10-foot asphalt trail on both sides are expected in early March and that remaining construction phases will include landscaping and decorative lighting.
On broader road infrastructure, Krewelich said an infrastructure agreement between the city and Orla LLC—referred to in the meeting as the Meta site—may be on a council agenda soon; County Road 200 West construction from State Road 32 to Old US 52 is slated to start this summer as a four-lane boulevard with trails on both sides. He also updated the board on Noble Street reconstruction and the need to coordinate with Duke Energy to relocate utility poles.
Staff cautioned that several projects remain unfunded. Krewelich said the State Road 39 study aimed at pedestrian and trail improvements is still in conversation with NDOT and currently lacks dedicated funding. He stressed coordination with NDOT and utilities will be required before construction can proceed.
What’s next: staff said design and permitting work will continue through the spring, and construction phasing will depend on utility relocation schedules and funding approvals; they expect to return to the board or city council with specific recommendations as projects advance.
