Trustee Malani moved to adopt the ordinance amending Title 1, Chapter 16, Section 1-16-7; the motion carried on roll call. During discussion Trustee Katzides said she was concerned the $25,000 threshold and apprenticeship or training criteria could hurt local small businesses and family-run contractors. "I have a concern with the value of being so small for construction projects of 25,000, potentially hurting our local small businesses," she said.
Staff said the ordinance follows precedents used by the board and that the village maintains an approved pool of legal services. Trustees approved a legal engagement with Christina K. Wernick of Lanner Mutchian Limited to support RBO implementation; staff estimated legal fees for this work would "probably" be around $20,000 but said the firm’s work had not exceeded $25,000 to date.
The ordinance will be added to procurement procedures and implemented by the village’s Legal and Procurement departments; staff will report back as implementation progresses. The board did not provide a recorded amendment to the ordinance in open session.
The ordinance took effect upon adoption in this session; trustees did not schedule additional public hearings or modifications during the meeting.
