The Joint Budget Committee approved staff recommendations to adjust statewide compensation supplementals in the Department of Personnel packet (DPA S4).
Alfredo Kim, the JBC staff analyst for statewide compensation, told members he split the Department of Personnel's S4 request into two pieces: adjustments for the Employee Benefits Fund (health, life and dental, or HLD) and a PERA direct distribution refinance affecting the Department of Military and Veterans Affairs. He described three items in the HLD portion: an adjusted 13‑31 appropriation, a hiring‑freeze offset requested under the governor’s executive order, and a $606,000 cash‑fund adjustment for the Department of Regulatory Agencies.
Kim noted institutions of higher education and the Department of Transportation had been omitted from earlier 13‑31 submissions; adding those purchasers of HLD benefits increased the reflected appropriations by about $1.4M (higher education) and $1.6M (DOT), producing an adjusted total interest of approximately $14.6M in the packet. Kim also described a $2.7M total‑fund hiring‑freeze offset (including $2.1M general fund) that creates partial offsets to the HLD increases.
Craig Harper (JBC staff) advised the committee on statutory complexities for introducing replacement supplementals tied to 13‑31 approvals and said staff will provide draft language to clarify future flexibility. The committee adopted staff recommendations for the split S4 package (both HLD technical adjustments and the $164,000 PERA refinance) by voice vote; recorded as staff rec DPA S4 approved by members present (5–0, one member excused).
