JBC approves OIT billing true‑up and $10M tech‑risk transfer to balance budget

The Joint Budget Committee voted to approve two Office of Information Technology (OIT) supplemental requests aimed at tightening mid‑year billing and creating near‑term budget relief.
Andrew McClure, JBC staff, told the committee the department requested a $14.6 million reduction in reappropriated funds for OIT payments. "Staff is only recommending an $11,400,000 reduction in reappropriated funds along with a $1,800,000 increase in cash funds for a reduction of $9,600,000 in, in total funds for this request," McClure said, summarizing the staff position.
McClure said the recommended offset replaces some proposed general‑fund increases with cash‑fund spending authority drawn from the IT revolving fund because that fund has a growing balance. He added that the adjustments reflect three components: reduced utilization in services originally projected, small rate changes, and requests for services that were not included in original department requests.
Vice Chair Bridges moved the staff recommendation for S1 and the committee approved the motion unanimously among members present (5–0, with Kirk Meyer excused). On the second request, McClure asked the committee to approve a $10 million transfer from the Technology Risk Prevention and Response Fund to the general fund for budget balancing; he noted the fund is projected to have $7.5 million at the end of the fiscal year after the transfer and that recent years' spending from the fund has not exceeded $4.4 million. The committee adopted that transfer as well by voice vote (S2, 5–0, Kirk Meyer excused).
Committee members asked clarifying questions about the composition of the IT revolving fund and which departments' payments were affected; McClure identified Human Services, Labor & Employment, and Natural Resources as the largest contributors in the tables shown to members.
The committee recorded these votes as part of its supplemental deliberations and directed staff to include the transfer language in the omnibus cash‑fund transfer bill.
