During roll call, Council Member Oppo, Council Member Wallace and Mayor Moran were recorded as present; for the record, an official said Council Member Roth and Mayor Pro Tem Samara were not in attendance. The meeting opened with the Pledge of Allegiance and a moment of silence for first responders and military members.
City officials limited public comment to three closed-session items. Unidentified Speaker 1 identified item 6 as a conference with the city’s labor negotiator under Government Code section 54957.6 and named Jose Antonio Ramirez, the city manager, as the negotiator. The speaker listed affected employee groups as the clerical bargaining unit; the police supervisory employees association; management and confidential bargaining unit; the Livingston Police Officer Association; and the public works and parks unit.
Unidentified Speaker 1 also described item 7 as a conference with legal counsel concerning the potential initiation of litigation and item 8 as a conference with legal counsel on significant exposure to litigation under Government Code section 54956.9; the speaker said there are two matters under each litigation item.
When asked if anyone on the phone wished to comment on the closed-session items, the speaker said there were none and closed citizen comment. "We are retiring into closed session at this time, and we'll be back, in a little bit to report out from closed session," Unidentified Speaker 1 said.
The council recessed to closed session at 6:05 p.m. No votes or other formal actions were recorded in open session at that time; the council said it would return later to report any reportable actions taken in closed session.
