Stormwater committee approves contracts, budget transfers and opens 14-day water-quality comment period

The DuPage County Stormwater Management Committee on Feb. 3 approved routine administrative items, several budget transfers, two short-term contracts and a 14-day public comment period for the county’s stormwater water-quality program.
Routine approvals included the Dec. 2, 2025 meeting minutes (agenda item 26 3 80) and the December 2025 claims report (26 4 33). The committee also approved the schedule of claims for January (26 4 34).
Budget transfers approved included: a $49,504 transfer to cover year-end contract expenses (agenda 26 4 48), a $20,718 transfer to cover benefits and IMRF payouts for 2025 (26 4 37), and a $150,000 FY26 transfer from equipment and machinery to automotive equipment (26 5 06). Combined, the first two transfers total $70,222; the $150,000 transfer was a separate equipment reclassification.
The committee approved a contract to Contigo Engineering for on-call professional engineering and permitting services from Feb. 3, 2026, through Nov. 30, 2026, not to exceed $29,500 (agenda 26 4 06). It also approved a contract to Exela for managed application services to support permitting software across multiple departments for Feb. 21, 2026–Feb. 20, 2027, not to exceed $203,675.38 (TEP 1-26). Both contract motions carried.
The committee voted to open a 14-day public comment period for the DuPage County stormwater water-quality program (agenda 26 3 82). Member Desart asked how many people typically participate; a county staff member, Sarah, said, “In the public comment period, we're usually lucky to get a dozen.” Sarah said a press release would be issued and the comment period would be posted on the county website to publicize the opportunity. The committee voted to approve the public comment period.
