The Home Advisory Group approved a third amendment to the county's Citizen Participation Plan and a first modification to a HOME agreement with Addison Horizon Limited Partnership (project numbers HM221, HM231) that removes a previously designated on-site manager's market-rate unit and adds language to ensure compliance with updated HOME property standards and inspection requirements. The group also approved a transfer of ownership and assumption of HOME requirements for two units at Catherine Manor (project H1, HM16-1) from Illinois Independent Living Center to Little Friends Inc., following staff's annual monitoring and legal review.
The committee approved a first modification to HOME agreements for Taft and Exmor LP (HM21-5, HM22-2, HM23-2) to incorporate newly effective Illinois prevailing wage requirements and conditional language on immigration eligibility and verification tied to a recent HUD notice. Separately, the CDC Executive Committee approved a first modification to a CDBG agreement with the Village of Addison (project CD25-22) to incorporate Illinois prevailing wage requirements and a second time extension to a CDBG grant with the City of West Chicago (project CD24-4) to permit completion of streetlight and water-main work before an April 30, 2026 deadline.
