Barnes & Thornburg summarized the project components and said the town’s maximum project budget is $9,600,000 and the requested bond issuance is up to $7,030,000 in aggregate principal; the ordinance passed on final reading (motion carried on voice vote).

- West Side Fire Station (preliminary determination): Council held a second required public hearing and approved a preliminary determination resolution to issue general obligation bonds not to exceed $8,650,000 for a roughly 21,000-square-foot fire station; bond issuance steps will follow the procurement schedule.
- Zionsville Architectural Review Committee (ARC): After a public comment in favor from Erica Carpenter of Main Street Zionsville, the council introduced on first reading the ordinance to codify ARC membership (codified at five members) and directed staff to follow up on budget appropriation (food and beverage fund) to provide façade program support; first reading passed 6-0.
- Michigan Road (US‑421) overlay text amendment: The council voted (5-1) to initiate a zoning text amendment to alter car-wash language in the Michigan Road/M-RO overlay (amend Sections 194.078 and 194.079 to address 'self-service car washes'); the resolution is a referral to the Planning Commission for a public hearing.
