Holyoke council approves short-term snow-storage lease; DPW outlines snow-removal priorities

The City Council voted unanimously to adopt an emergency measure authorizing a short-term lease for snow storage after a multi-day storm left thousands of truckloads of snow and obstructed streets. The lease (three months) was presented by Councilor Sullivan and described by Interim DPW Director Michael Gallagher as a practical solution because previously used municipal lots are no longer available.
Gallagher told the council the state law covering snow-related deficit spending allows municipalities to lease property for storage and that the snow-removal budget is currently in deficit. He said the contract requires cleanup and restoration of the site to its original condition and that the location is protected from direct Connecticut River runoff by a flood wall and storm-drain system.
Councilors pressed about funding for the lease and prioritization for which streets would be cleared; Gallagher said funding decisions would be handled administratively and that the city would prioritize narrow streets, intersections critical to emergency access, downtown metered areas and neighborhood corridors (Hillside Avenue, South Holyoke, Center Street, etc.). He acknowledged that some bus stops are the responsibility of PVTA and that the DPW would focus on the most-used stops it can reach.
Next steps: Council passed Item 66 (lease) and received Item 68 (communication from DPW). DPW will proceed with hauling and site cleanup per the lease terms and will report as needed to council committees.
