"We spent a lot of time asking the treasurer and auditors to walk us through their thoughts on how best to structure the finance department," she said. The ordinance package passed its first and second readings and then was adopted as amended.
Major points of contention included changes to appointing authority (which some councilors said required charter changes), whether the council would retain appointment power for certain offices, and minimum qualifications for the newly created director of technical services. Councilor Sullivan successfully moved to amend the job minimums, striking a provision that would have allowed hiring on the basis of a high-school diploma plus long experience and instead favoring higher baseline education. Attorney Bissonnette and several councilors noted the ordinance would be followed by charter and home-rule processes where needed.
The council voted on roll calls for the ordinance and amendments; the ordinances were adopted as amended. Council members said the changes are intended to bring fiscal controls in line with DLS recommendations and to make job responsibilities explicit before any charter amendments or home-rule petitions are filed.
