Councilmember Flynn described repeated disruptions in Greenridge — waterline work on Wyoming Avenue and other streets with “little or no notice” and restoration repeatedly delayed; he said restoration promised for Sept. 30 2025 is now postponed to spring.
Flynn called the pattern “not efficiency” and asked the administration to press the company on sequencing and oversight. “That is not efficiency. That is not coordination,” Flynn said, and added that residents are paying through their bills and prolonged disruption. He asked the administration to ask Pennsylvania American Water to explain how Greenridge reached its current state and what oversight exists to protect neighborhoods.
Council and administration agreed to request follow-up from the utility and to schedule a caucus to discuss pave-cut standards, restoration timelines, and possible mechanisms to enforce better coordination among utilities. The mayor/administration said staff will ask Pennsylvania American Water for answers and that a caucus will be scheduled in the coming weeks.
No enforcement action or formal penalty was taken at the meeting; council requested information and further engagement with the utility.
