SFPUC approves multiple contract amendments and awards for wastewater and water projects

• A duration increase (212 days) for contract WWD‑6WW‑628 (Southeast Water Pollution Control Plant New Headworks) to complete demolition of the old headworks without increasing the contract budget, following successful operation of the new HeadWorks. Project manager Jignesh Desai said the new HeadWorks has operated since August and achieved improved grit removal and seismic standards.
• Award of Pro177, a ten‑year, $15 million professional services pool for Sonoma Valley facilities, to CDM Smith. Staff said only one responsive proposal met lead‑designer qualifications and recommended CDM Smith to provide planning, geotechnical and treatment design support.
• Amendment #1 to PRO‑0068 (Biosolids Digester Facilities construction management) to increase the Arcadis contract by $26.5 million, bringing the total to $68.5 million and extending duration to ten years nine months. Project manager Carolyn Chu said the project is at roughly 65% construction and peak construction staffing will require extended construction management support.
• Several amendments to as‑needed construction management contracts and the extension of WD‑2889 (as‑needed water service line replacement) to add $4.3 million in capacity to provide pavement restoration services while a separate paving contract is procured.
Commissioners asked questions about procurement choices, contractor qualifications and how teams will coordinate across dozens of trade packages. Staff said many of the contracts are structured as on‑call suites to provide flexibility and that savings and unused capacity from close‑out work will fund the HeadWorks demolition.
Why it matters: these actions support large, multi‑year capital projects — including the biosolids digesters and Southeast HeadWorks — that affect treatment reliability, neighborhood impacts (odor/noise/visual mitigation) and long‑term wastewater service capacity.
